The Best Available Techniques (BAT) are a relatively new measure, aimed at protecting the environment. They were introduced into the legal system of the European Union by Council Directive 96/61/EC of 24 September 1996 on integrated pollution prevention and control (known as the IPPC Directive). The obligation to carry out activities that take into account the best available technique was introduced into the Polish legal system in 2001 by the Environmental Protection Law.

BAT and BEP (Best Environmental Practices) support sustainable industrial development, minimise environmental impact and promote innovative and efficient technologies, making it possible to strike a balance between industrial development and efficiency (minimising losses) as well as effective environmental protection.

Responding to expectations and out of concern for the resources of the Baltic Sea, the Port of Gdańsk Authority SA, as one of the key ports in Poland, together with other ports, maritime authorities, terminals and a group of professionals, has prepared a catalogue of best practices for the handling of dry bulk cargoes, mainly fertilisers. The catalogue was developed on the initiative of Race For The Baltic, a Swedish non-profit organisation supporting solutions aiming to improve the condition of the Baltic Sea.
